Hello: “te amo” is a little more intimate tan “te quiero”. While a couple can use both of them, it is rarely heard these two out of this environment.
In family may be heard when some one of the parents refers to one or more of their sons or/and daughters. In this case, is more used “te quiero”. Sample, a grandpa talking to his grandson or granddaughter: “Te quiero mucho”. In similar situation a women may be that use not only this, and may be too: “Te amo mucho” (grandma referring to his grandson or granddaughter). In similar situation an uncle to theirs nephews and in all the mentioned cases consider it vice versa.
Women usually express those sentiments or feelings without limitations.
Among brother and sisters all depend the grade of confidence among them. But while may be more common hear “te quiero” it is not usually than say “te amo”.
Among hetero men, you will never hear neither “te amo” nor “te quiero”. May be heard only in people more uninhibited that the common.
This one represent what is in my knowing living in Argentina, may be people from other places (and some minorities too in my country) use to say extensiveness or with some restrictions those two expressions.
