The meaning of this video is not easy to understand but, it seems to be : if you are a foreigner and you are accompany by asian people, this people may forcesely speaking japanese and you don't.

Fortunately, it is not true nowadays, when I speak japanese over there people listen to me an understand me :-). But this skit is intesting to show off the popular beliefs.
