It depends on your use of Arabic, If you'll visit north african countries I advise you to learn the specific dialect of the country you're willing to travel to, standard Arabic is more understood in Gulf and Middle east countries than north Africa.

Dude stick to the standard Arabic, it's understood by everyone. Maghrebi dialect isn't understood in other sides of Arab world.

To answer both your question

 

standard arabic is the official language of all arabic countries refered to as arabic as far as i know

it is the language of the Quran

also modern standard arabic is the language of scientific materials tought in schools that teach in arabic , and as far as i know it is the language of almost all published books

official speaches are usually in modern standard arabic(in political speaches,ect)

 also (news,contracts,newspapers ,ect) are in modern standard arabic but not all talk shows(especially local talk shows)

so any normally educated person can use it,and maybe you won't meet anyone who can't understand it in arab countries
