If I want to ask "What do you want to say?" or "what do you mean?"  Can I say   "你要说什么？" or is wrong?

Hmm, it can be understood . but that's sound a little bit impolite.I'd say “ 你想要说什么” and “什么意思” are better。 ^ ^
