「今度こそは富士山を見ることができる」と「思った」の文章を繋ぐ為に、「かと」を入れる。「かと」を入れなくても、意味は解りますよ。In order to connect the text to be "can see the Mount Fuji this time" and "thought", put the "whether". Without putting the "whether", meaning I can understand.
