There may be noticeable significant differences between the two questions on a technical level, but people typically use them interchangeably based on the situation and what they feel is best. The first question can be considered a little more formal then the latter question. The latter question may be used more for the recent past, but ultimately there is little difference between the two questions.

В первом случае имеется в виду к этомy моменту времени (как результат) можно подставить слово уже "already" и тогда это будет яркий показатель Present Perfect. То есть "Ты уже видел мою собаку?" (Именно к этому моменту видел или нет). А во втором случае просто прошедшее время без показателя какого-либо результата. По-русски они звучат одинаково. Обычно время вытекает из контекста.
