”Sales decreased, although the company had been promot*ing* the new product.”

In the case of promotion of the product prior to selling it, it’s possible if you wish to emphasise the continual nature of the product promotion.

Should we use past perfect continuous instead of past perfect in this sentence ?? ”Sales decreased, although the company had promoted the new product.”

Both past perfect simple and past perfect continuous are possible here.

As I had mentioned before, emphasis on the continual aspect of the promotion would mean using past perfect continuous. If you wanted to emphasise the fact of product promotion then past perfect simple.

British English speakers would tend to use past perfect continuous, proportionately more American English speakers would use past perfect simple.
