As I had mentioned before, emphasis on the continual aspect of the promotion would mean using past perfect continuous. If you wanted to emphasise the fact of product promotion then past perfect simple.
British English speakers would tend to use past perfect continuous, proportionately more American English speakers would use past perfect simple.
