”Where have you come from?” usually gets asked about the origin of point of travel after the person has completed the travel. This tends to be used much more often in British English. Americans would likely ask the question ”Where did you come from?”.

”Where are you coming from?” is asking about the starting point of travel for the person you are questioning. However, you know/assume that the person has not yet completed his/her journey.

- Normally, Americans wanting to know one’s geographic origin, will ask, ”Where do (note present tense) you come from?” Implicit in this question is that you can come only once from your origin (such as birth place) compared to the next example:

- If an American is asking ”Where did you come from?” They usually are asking about a temporary location (or other temporary place, say a department in a company) you were at, not your one-time geographic (or other one-time) origin.

- An American asking ”Where are you coming from?” is assuming: a) a temporary location you were at; and b) you are still coming from there while the question is being asked (note that "coming" is a gerund that implies an extended period of time for the acton being described). Hope this helps !

    Is that for people from the eastern seaboard of the US regarding the ”origin” question? I’ve heard a whole spectrum over time regarding this question depending on the variant of American English being spoken and the region.
