"Happy Hour" is a time when a restaurant or bar offers food and/or drinks at a discounted price.

4 to 6 is specifying the time that happy hour occurs. Since most restaurants and bars are not open from 4am-6am, we can assume they mean 4pm-6pm.

Here is an example of how this could be used, in context:

"Now I understand why our bill was so cheap! Everything was half price. Happy Hour is from 4 to 6."
