can somebody tell me what's the difference between " I'm not use either one " and " I use neither one" , or which is correct?

when you said ( I am using EITHER this OR that) this mean that you can use any one of them. but if I said ( I can't use NEITHER this NOR that ) this mean that I can"t use any of them

Syntactically, 'either' requires a negation in your sentence and 'neither' does not, but otherwise they can generally be used interchangeably. "I'm not use either one" is not correct English. Try "I'm not using either" or "I don't use either" or "I use neither". Adding 'one' is redundant but does add clarity (and therefore emphasis) that each choice was considered. 'One' may also segue into a phrase with more detail: "I use neither one, nor the other, as both have a range of problems." The difference between 'I am using' and 'I use' refers to whether the use takes place at this moment (I am using the phone right now, so please wait) or whether it refers to habit in general (I use the phone mostly in the morning, but sometimes in the afternoon).

Either is positive and neither is negative. Either is associated with OR, whilst neither is associated with NOR.
