We have decided that we................start early in the morning. I am in confusion that to fill either will or would in the given blank of the sentence. Can any one answer me?

I disagree with the exam board. Does the board include native English speakers? “Would” here is the past tense of “will,” so it doesn’t make sense to use it in a sentence with present perfect. If the main clause used a past tense verb, “would” would make sense: “We decided we would...” But instead this should be “We have decided we will...”
