What is the difference between this is a plastic plate and here is a plastic plate

"This is a plastic plate" is stating a fact.
"Here, is a plastic plate" is either giving someone a plate, or relating the plate to a location.

It depends on the context but I assume your confusion comes from when people show you a plastic plate. In this case the first statement is saying what is, and the second is saying what they are showing. I hope this helps :/
