From a grammatical point of view it means that he/she will get started learning English.

    What a lack of context! I understand from what I've read that he/she will start learning in two years. But it may certainly mean the other option if the sentence appeared in a convo about two people challenging one each other

That means in two years, they will know Spanish. At least without context that is how I see it being used.
