both of them are correct but you should used one (,) instead the word "who" in second sentence

    I think so. If you want the second sentence to be correct, you should say "does anyone speak english ?"

”Is there anyone who speaks English?” is the correct form.

You need ”who” because ”speaks English” refers back to the object ”anyone” and is a clause describing ”anyone”.
