You can tell a story. Or you can tell a fairy tale. For Snowflake and the seven dwarfs, for example.
You can say a single word, or you can say a statement. Say the magic word, for instance means that in order to be polite, you have to say "Please!" when you ask for something.
You talk when you have a conversation with someone. You talk to your boss, or superior, when you want to ask him to raise your salary. Or when you have to explain something to him. Or when you just sit on a pint of beer and talk with friends about life, football, other sports, weather, etc.
You speak a language. For example you can speak English.
Maybe you cannot speak because you have had a brain stroke. Babies cannot speak also. Some parrots can speak, although most animals cannot speak. For example, dogs cannot speak, they just bark.
I hope that helps.
