"Tell" is used when information is being conveyed in conversation, writing, etc. (Ex: "Tell me what happened"; "He told a lie") "Say" just means to make a statement--you may or may not be conveying any information--(Ex: "He said, 'Hello!'"; "He said he wasn't feeling well").
