  • Abstract

    • The Land Statute made and approved in the first year civil-military dictatorship, has the goal regular the rights and the liabilities about the rural properties, for the enforcement of their agrarian reform and the promotion of agricultural policy.
    • The two policies has the goal development the rural areas, to promote social welfare, social progress and social justice, and rise of agricultural productivity.
    • Our goal is analyze the making agrarian reform law, approved in Castelo Branco government, this is: I) identify the maneuvers of justification by Castelo Branco government; ii) describe the criticisms made by political parties and employers' federations; iii) understand the political meanings of agrarian reform drafted by Castelo Branco government.
    • For this, we will investigate the process of making the Land Statute draft in executive and its approval in the National Congress.
    • To respond to our objectives, we collect documents in Paulo Assis Ribeiro's personal archive, in the National Archive and in the Federal Senate's archive.
    • The analysis of this documents allowed describe maneuvers of justification made by Castelo Branco presidency.
    • The development and the democracy was magnitudes used to legitimize the agrarian reform law.
    • The critics, on the other hand, argued that the brazilian rural problem wasn't the tenure system and, yes, the state's inability to produce policies aimed at modernization of the Brazilian countryside.
    • Despite these criticisms, the Castelo Branco government made agrarian reform draft, based in limited agrarian reform policies and wide rural development.
    • The approval of Land Statute, in National Congress, was permeate disputes, the main was the primary instrument of agrarian reform.
    • The parliamentarians approved the draft agrarian reform with distinct changes, the main was the removal of land taxation as an instrument of agrarian reform.
