"Sigara içmenin cezası" is possessive construction (belirtili tamlama) and "Park etme sistemi" is indeterminate construction (belirtisiz tamlama). Both are like 'kapının kolu' and 'kapı kolu'. You can understand the difference by practising. My advice is don't study grammar so much, practising is the key, Listen and listen again and practice.
