There are no best city to study mandarin in China . Because mandarin has been popularized in China.You can learn it in every provinces in China . Such like Beijing Taiwan Shanghai.To feel the culture in local by the way^^ Hope you have a good life in China.

The official language used in Hong Kong is Cantonese ,which can be regarded as a dialect language in China. It's a wonderful place for traveling ,but if you will be confused using mandarin there. Try Guangzhou,Beijing, Shanghai and other cities if you want to hear people speak mandarin : )

Thanks a lot for all your answers!! What do you think about hongkong? I heard the people there speak mandarin as well. Me and my friend actually really want to go there, because we want to go to a big city with lots of activities and good weather conditions as we are going this autumn and we will be staying over the winter season. So far we have been to a smaller city called xinxiang and my friend was in shanghai.

    In Hongkong, people mostly speak yue chinese and english. There's lot of activities as you want.
    As you want to spend your autumn and winter in China, maybe province in the southern part will be better choices~
    I'm studying my college course in Beijing~Fantastic place~satisfy all the wishes if you want to learn Chinese mandarin and the Chinese culture~
    But the winter in Beijing would be quite cold and windy outside LOL
