I think both could be used for almost the same situation.
but "すみません" can be used sometime when you express your thanks .

If I’m not mistaken, it’s question of formality. Gomennasai tend to be less formal and often shorted to gomen. Sumimasen, on the other hand, tend to be more formal and has its more formal variant sumimasendeshita.
