Difference between は- を question please ??

1. つくえの うえに かばん(を)おいても いいです
2. もんだいの かみに あなたの ばんごう(は)かかなくても いいです

Why did they use は in no. 2 ?? shouldn't it be " あなたの ばんごう を )かかなくても いいです" ???

I would say you could use を and は in both sentences... but let me try to have you feel better to understand the differences between two of them. when you use を in no.1, it sounds exactly "you can put the bag on the desk." but when you use は, it'll be "you can put only the bag on the desk, but not any other things." "は" exaggerates that the only things you can put on the desk is the bag. In no.2, if you use は、 it sounds "you don't have to write down your number on the paper.but you may need to write your name or something else." Even though it makes sense to us, I feel little uncomfortable to use を in no.2 but i can't figure out the reason. maybe it's just the way we speak Japanese. If it's not a negative sentence, like もんだいの かみに あなたの ばんごう( ) かいてください, we often use を instead of は. I would say when you are confused to use を and は, you might wanna think of if the sentence is affirmative sentence or negative one. if it's aff., you use を, if it's neg., you use は. i hope i could help you understand the difference between two of them. That’s difficult question using “は” and “を” for Japanese, too.
It’s common the subject is YOU in No.1 and No.2.
It’s means In No.1, (は):
you are accepted put only your bag on the table.
(を): you can pot your bags(or something you bringing with) on the table.
I think it’s means No.2 is like as No.1, but there is difficult situation coz No.2 is more important scene. So the sentence hears (を): “you shouldn’t write it(=your number) “ and (は);
“you should to fill in the form but not with the your number. “
