sorry for late response. it would be ”Шинэ жилийн мэнд (хүргэе)” Шинэ жил means new year, and -ийн is a possesive suffix, ”мэнд”there are not a direct equivelant of this word in english the closest one coming to mind is congratulation? maybe, it’s used to congratulate someone on something, and the last part хүргэе means ”(subject) to deliver ” so kinda used for formal situations but is not that uncommon during casual speech.
