Because it designates an object .not a phenomenon like: „Es ist kalt.“= it is cold. Also is like a segment of the sentence that can be hidden. You cannot say: „Nein ,ist kalt.“ But you can say :“Über dies wurde schon mal diskutiert“ instead of „Es wurde über dies schon mal diskutiert“.is a very special word with many functions. „ So ist es“ .

The two answer you’ve gotten thus far are correct, but let me provide an alternative example to clarify:

Schrank is a masculine noun, but if you were to use the neuter ”Kabinett” then the phrase would be ”Ist das Schrank neu? Nein, es ist alt”.

    @gfarnab: Tja, die Frage würde trotzdem lauten: Ist der Schrank neu? Nur wenn sie lautete: ”Ist das Kabinett neu?”, hieße die Antwort beispielsweise: ”Nein, (es ist) alt”. Und wenn es eine Kabine wäre, dann eben ”...sie ist alt”.
