In this instance ,”hard” is equivalent to ”difficult”, implying that daily existence in X neighborhood presents many hardships and, perhaps but not necessarily, danger(s).

    From American English speakers I’ve known and other contexts, the collocation ”hard neighborhood” has always pretty much had the meaning of a poor + dangerous neighbourhood.

    I guess that there is a regional spectrum of definition, as does exist with many expressions in American English.
