rarely ever

Is this expression very common or is it a kind of stilistic device to emphasize how rarely it is.  It seems a little strange to me. Actually rarely is the opposite of ever, I think.

”ever” emphasises how ”rarely” it is. In addition, it demonstrates the negativeness of the rareness being discussed.

”never ever” is a not dissimilar example of using ”ever”.

Most people would say ”hardly” or ”very rarely” I believe it depends a lot on the region where you live.
