How would you translate in French ”it doesn’t rankle me to say...” ? I've tried "Ça ne me dérange pas de dire ..." but I'm not entirely satisfied.

Rankle seem to means "something that give you regrets , now , and also in futur" , so you can translate with "je peux dire sans regrets..." , in english it's litteraly like "i can say without regrets ..."
