Well, to start with the food of your own culture/country, you could certainly describe "Beluga Caviar" as a "delicacy". As American usage goes, the term "delicacy" is reserved (primarily) to describe very expensive and exotic foods, e.g., Beluga Caviar, Truffles (genuine, not chocolates), Saffron, Sea Urchin, ceertain types of sushami (raw fish consumed mainly in Japan but increasingly around the world), etc. Those sorts of items. While I have heard/read of certain "beverages" described as being "delicacies", this is a misnomer.

In your "example sentence" you should write it as follows:
"All of these dishes are delicacies." or "These dishes are delicacies." Ну, всё понятно?
