    Sentence #1 can be interpreted much the same as sentence #2, ie, the expresed desire starting in the past to become an actress is "still active", i.e.:
    "Ever since I was a little girl I have wanted to be an actress."

    There are also better ways, from a sematics standpoint, to express this same notion, e.g.:
    I have, since I was a was a young girl, wanted to become an actress." This variant also comes closer to the "deep" meaning of your (original) sentence #2.
