To play is the infinitive form of the verb. It is only used when preceded by another verb.
(example: I want to play. He likes to play games.).

Play is a conjugated form of the infinitive verb -to play. As home-alone states, it can be used with I, you, we, or they. It is also the command form of the verb.
(Examples: I play alone. You play the game. We play together. They play without us. Play with your brother.)
