Pajal7June 2018 You use tell when you are describing someone talking TO someone. However, you would use SAY if you not specifying who a party was speaking to. For example: Person 1 - Did he TELL you that? Person 2 - That is what he SAID. or Person 1 - He doesn't think that. Who SAID that? Person 2 - That is what he TOLD me.
Note that in every example where TELL is used, it is followed by the person being told. He told us. We heard him say. TELL implies direction of a statement towards a person or group of people, whereas SAY does not.

To 'say' something is to express a message but it is not being directed to anyone in particular. Its like talking in an empty room. The words are being spoken but not directed to anyone or anything. Talking without a captive audience.
