It must be confusing for ELLs because native speakers will also use “in” when we could also use “into,” (I went in the kitchen) though we’d never switch from “in” to “into” (“The book is into the bag” is a mistake we’d never make!). This is one of those usages that English speakers don’t consciously realize they choose automatically.
