To consolidate means to bring together many separate parts into a single, "solid" unit. To reinforce means to strengthen or support something by adding something to it--ex: you can reinforce troops by sending more men; you can reinforce a wall by adding support beams or cement or some other kind of material.

Consolidate is the combination of many things in one to become more solid for example in construction we consolidate the walls
Reinforce is to strengthen one thing with support
The difference is: consolidate=add to
