Can someone explain me this structure?

I found this phrase and I don't understand completely the meaning of "up" in this context, the phrase is "the next step is up to him" Thanks you guys.

up to mean whatever, Example: "I don't know, it's up to you" it means you are the determiner, all decisions are on you. Hope it's helping! ^^

The phrase is "up to [someone]", and doesn't only mean that it's [someone's] responsibility, but also that it's their choice. It could be that the person saying the sentence has been involved in the business, but has made their move and now "it's up to" the other person to decide what they do next. Basically the next step is offered "up" to the someone and there's always a decision there.

To my mind, "up" means that he make the decision about his next step.
