  If the book prescribed that the correct answer is "it", then the assumption is (most logically) you are preparing (cooking) a single fish, not two or more fish.¶

  NOTE: Yes, one could refer to the preparation of multiple fish as "it" but it is not logical and even confusing to English learners. textbooks that present/instruct in this fashion are not very effective English-language learning tools/guides. in fact they are terrible.
