      It's a bit awkward, but you can write it that way and the meaning is (or oughtta be) clear to any astute reader/knower of the English language. Can it be expressed in a more elegant fashion? Yes.

      In peculiar circumstances, it does convey a similar meaning, or at least a meaning that's akin. This is particularly the case with (American) English "legal jargon", i.e., a "a legal claim" can convey somewhat the same meaning as "a legal complaint", though it does depend greatly on the matter/circumstances @ hand.¶

      But for the most part the two words are clearly delineated and convey different meanings. Their "similarity" is, as described above, confined largely to the arena of legal language.
