Depends heavily on where the speaker is from. It's common to pronounce the R at the end of syllables as a vowely sound, comparable to the english R, and in the beginning of syllables or in between vowels as either a uvular (french) or alveolar (spanish, russian) R. Generally, alveolar is used more in the north and uvular in the south of the NL.

Depends on your accent. Generally speaking, Dutch speakers do have the same R-sound as French speakers, although some people pronounce the R more like it is pronounced in the English language. These speakers are from places like Utrecht
