You always negotiate prices for baggage, usually negotiate the price of a seat in a Ndiaga Ndiaye, and rarely negotiate for a seat in a sept-place. Always negotiate prices beforehand to avoid confusion or arguments. For example, decide on a price for a taxi before getting in the car, not when you get there.
