That depends, some sentences have more than one subject and subordinate subjects still need a verb to complete an action.
Ex: The dog jumped on a crawling toddler.
There are two verbs.
Ex: While the boy climbed up the tree branch, it loudly broke.
There are still two verbs attached to difference subjects.
