Chinese zodiac is used in East Asia, Central Asia and part of West Asia. The signs are determined by the activities of animals in a day. Dragon is determined by the foggy time of a day, because it was believed that the dragon is associated with the fog.
Chinese zodiac is used in China, its surrounding countries and many Turkic countries.
 
As you can see, they are really different. Chinese signs are associated to animal species.
