Kalla is for a negative question, la is for an affermative question,
Example:
Don't you want to go. The answer is kalla
Do you want to go. The answer is la
And both are for negation

but when you want to deny something that was said you use kala كلَََّا .. example : he is speaking arabic (isn't he ?) - no he isn't .... هو يتحدث بالعربية (أليس كذلك؟) -كلا
