Que quiete decir “tener cuidado y reglas” y “prender”?

En este texto: “Deben de tener más cuidado y reglas sobre las basuras grandes que tiran las personas, inclusive deberían poner cámaras. Y otra cosa horarios establecidos para prender las máquinas de lavar.”

¿Está pidiendo que se establezcan otras reglas nuevas? O sólo está advirtiendo que las personas tengan cuidado y disciplina a la hora de tiras las basuras? 

¿“Prender” significa “recibir” en Latinametica?

That text is a words’ hodgepodge. If I can play warlock here & ascertain its meaning, it’d be something like this:

”People ought to pay closer attention with the garbage disposal rules, especially with the big (trash)bags. In fact, camera surveillance should be installed (to help in this regard). &, furthermore, a date should be established so that the (old, thrown-into-the-garbage) washing-machines can be collected (by the trash collectors).”

”Prender” here is used -in América latina, as you’ve correclty mentioned- with the sense ”recoger” would have in Spain.

    Thank you so much! This was tricky and ambiguous to me. It would be more logical to say “tener cuidado con las reglas” than “tener cuidado y reglas”.

Hola Shin, en respuesta a tu pregunta:
1) advierte a las personas que presten mas atencion a las reglas (que tengan cuidado y mas disciplina a la hora de tirar la basura)
2) Prender en esta oracion es poner en funcionamiento las maquinas

    ¡Muchas gracias! Me costó comprender el significado que me era ambíguo. Para mi, sería más lógico decir “tener cuidado con las reglas”.
