Yes, it is true. Colloquial italian can differ a lot from a region to another: However most of regional varieties of Italian (not to be confused with the regional languages of Italian) can be classed into two groups: Northern and southern varieties. These groups have a lot of differences in accents, pronounciation and usage of verbal modes and tenses). However, unless the speaker has a very thick accent, we Italians can understand each other even if we come from different areas of the country.
