"Ça part en live" means "it is getting out of control". For instance, your friend tells you about something unbelievable, and you would say "ça part en live ton histoire". A kind of slang used by young people to say : your trick is going nowhere. You're pushing things too far. She (if speaking about a girl) is exceptional.
NB : there is a mistake in the word "exceptionnel" : if it is "Elle", should be "exceptionnelle".

It is a kind of "familiar language" to say : Your thing is going nowhere / Your thing is getting crazy. It is going too far. She is exceptionnal.
