"Ça part en live" means "it is getting out of control". For instance, your friend tells you about something unbelievable, and you would say "ça part en live ton histoire". Or if someone gets really angry and starts shouting, you would say "il part en live". You play a trick on someone, and things go too far "c'est parti en live". And so on...

A kind of slang used by young people to say : your trick is going nowhere. You're pushing things too far. She (if speaking about a girl) is exceptional.
NB : there is a mistake in the word "exceptionnel" : if it is "Elle", should be "exceptionnelle".

It is a kind of "familiar language" to say : Your thing is going nowhere / Your thing is getting crazy. It is going too far. She is exceptionnal.
