Note that ”way too” is very informal English. Also, it tends to be used much more often in American English than British English.

In this sentence, way is actually part of the phrase way too late.  It is used for emphasis, and it means that the police were very late.

The words much and far can also be used like this.

    Thanks for the answer to Razi. Yes it’s sometimes hard to break down the sentense. ”way” is not sticked to the verb but part of the ”way too much” expression.
