It depends on what you define as ”learn English”, what your natural language learning abilities are and how much pain you are willing to put yourself through.

You might get to a good A2 level starting from being a true beginner if you were working only on learning English and did nothing else in your life but learn English - and had someone constantly with you fixing your mistakes as you tried to use English.

    Definitely achievable in a classroom situation in an intensive course where everything is only taught in English, the instructor properly understands grammar and the level of vocabulary needed at each step and both the student and instructor are working hard.

    Most importantly, the student is doing 90% of the language production and the instructor is not spending half of each lesson talking blahblahblah of primary interest to him or herself and actually follows a well-formulated syllabus.

If you seriously want to learn it, of course it’s possible. And do it regurarly so you get to familiar with the accent. Be consistent and just work hard

    You still need someone with you telling you when you get the accent right or making mistakes.

    The worst judge of how a language learner is learning is the language learner him or herself - particularly with speaking.
