Recently I have seen this sentence: "Wind is blowing." How is it possible that there is not any article like "A/The wind is blowing."?

In poetic writing or dialogue to build a picture of the speaker/observer, this is acceptable. It is not strictly correct for formal writing/academic text/factual text.

Yes, there should be an article so that is not a complete sentence. Perhaps it is an annotation or shortened to fit a smaller space?
