You sentence is what we call "incomplete". We have an attribute (adjective), i.e., "ragged", but no noun being modified. Note also the incidence of the conjunction "and", after the word "ragged", implies @ least TWO attributes (adjectives) were in mind for modifying the (also missing) noun.
