Staring implies looking with wonder and impudence; but gazing implies looking with wonder and respect.

Note: one can also "stare admiringly" though the implication is one of "obsession". Is that clear to everyone?

As Arrassh says, staring does not feel as polite or respectful. You don't "stare" at someone's beauty, you "gaze" at it. The verb stare is commonly attached to adverbs such as "(stare) menacingly, threateningly, aggressively" where as the verb to gaze is usually coupled to words like "beauty", "I wish to gaze upon the fruits of my work before retiring for the evening". Hope this helps.
