As a student of Geology as far as I know, the term cinder associated with Volcanoes. The fragments of rock know as "cinder cone".
Whereas the ash can be associated with anything burned in fire, like wood ash, coal ash and even volcanic ash.
I hope I have cleared your doubts

cinder is a small piece of partly burned coal or wood that has stopped giving off flames but still has combustible matter in it.

the word "ashes" is just a synonym for it.
